What we know about Laguna Beach

Laguna Beach became a city in 1927, and its houses show their years. The median home here was built in 1964, earlier than in any other place this site profiles: 76 percent of homes predate 1980 and 16 percent were already standing before 1940. Of about 13,600 housing units, 67 percent are detached single-family houses and 66 percent are lived in by their owners. Homes from before 1940 stand near postwar houses and much newer ones, so the pipe inside two homes on the same street can be decades apart, and we look at what is actually in the wall before suggesting a repair.

The land rises steeply from the shore into the San Joaquin Hills, and many Laguna Beach homes sit on slopes or in canyons such as Bluebird Canyon and Laguna Canyon. The City runs its own sewer system, and by its account the private lateral is the homeowner's from the house to the main, the connecting fitting included. On a steep lot that line can be long and hard to reach, so a backup gets a camera inspection before anyone digs. The Laguna Beach County Water District supplies most addresses here. Incorporated in 1925, it is the second oldest district of its type in California, and since November 1, 2000 the City Council has run it as a subsidiary district. It serves about 19,240 people over 8.5 square miles, Crystal Cove State Park and Emerald Bay among them. The district began buying all of its water from Metropolitan in 1943. A 2016 agreement with the Orange County Water District restored its right to basin groundwater, and the district's 2026 water quality report describes the drinking water it delivered in 2025 as surface water imported by Metropolitan. South Laguna is the exception: South Coast Water District handles its water and sewer service, as successor to the South Laguna Sanitary District.

Like every Orange County city, Laguna Beach issues its own plumbing permits. Under one, a new water heater is tied back with two straps for earthquakes and its temperature and pressure relief line is led to a safe point, new gas piping is pressure tested, and any permit we open stays our job until the inspection closes it. The City is also a member of the South Orange County Wastewater Authority and is helping pay for upgrades at the Coastal Treatment Plant in Aliso Canyon. Homes older than 1980 are the rule in Laguna Beach: 76 percent of the total, where Orange County as a whole has 57 percent. Housing of that generation was usually plumbed in galvanized steel or copper, with cast iron or clay carrying the waste. After fifty years or more in service, steel pipe closes up with rust, old valves freeze in place and drain joints open to roots.
